This letter was sent in February 2011 by the consortium representing the developers to Stroud District, Tewkesbury Borough and Gloucestershire County Council detailing the changes to the S106 conditions that they would like to make.
After being made aware of this letter The Coopers Edge Community Group called a public meeting in July 2011. Representatives were invited from Stroud District, Tewkesbury Borough and Gloucestershire County Council as well as the developers. The developers declined to attend this meeting. Following this meeting and after meeting to consider their views Stroud District. Tewkesbury Borough and Gloucestershire County Council sent a response to the developers. Initially they declined to make this available to the community group but following a Freedom of Information request we were able to secure a copy.
A small group of residents who attended the public meeting volunteered to meet Neil Carmichael, one of the MP’s for Coopers Edge and he wrote to a number of organisation including the councils and the police. This is the response that he received from Stroud District Council.
Whilst the initial response from the three councils was positive this last letter is much more concerning, particularly as Grant Shapps MP, the Housing Minster recently stated in parliament that developers should be allowed to significantly reduce S106 commitments on existing developments.
